UK Export Controls

Military items, Dual-use items, End-Use Controls, Licensing Types, Penalties.

The UK strategic export control regime is the regulatory framework that governs the export, transfer, trade, and brokering of sensitive items, software, and technology from the United Kingdom. Its primary purpose is to protect national security, prevent regional instability, and ensure compliance with international non-proliferation treaties.
Managed primarily by the Export Control Joint Unit (ECJU)—which brings together the Department for Business and Trade (DBT), the Foreign, Commonwealth & Development Office (FCDO), and the Ministry of Defence (MoD)—the system divides controlled items into specific strategic lists.

1. Classification & The Consolidated Control List:
Items are evaluated against the UK Consolidated Strategic Export Control Lists. If a product, piece of software, or technical data is listed here, it cannot legally leave the UK or be shared with a foreign national without a license.
• UK Military List: Items explicitly designed or modified for military use.
• Dual-Use Goods List: Items, technologies, or software originally developed for commercial and civilian industries that also possess potential military, defence, or mass-destruction capabilities. This covers sectors such as:
• Advanced Materials & Chemicals
• Electronics & Semiconductors
• Computers, Telecommunications, & Information Security (such as cryptography)
• Sensors, Lasers, Navigation, & Avionics
• Aerospace & Marine Propulsion
